Director of Apprenticeship and Workforce Development

Salary: $110,000 – $130,000 (commensurate with experience)
Summary
ABC Eastern Pennsylvania Chapter is seeking a visionary and results-driven Director of Apprenticeship and Workforce Development to lead and enhance apprenticeship programs and workforce development initiatives across the region. This strategic leadership role is responsible for growing enrollment, ensuring program quality, and engaging with industry partners, educators, and the broader community.
The ideal candidate is a dynamic leader with a deep understanding of workforce training in the trades, strong operational acumen, and a passion for developing the next generation of skilled professionals. This is a full-time, high-impact position based in Allentown, PA, with regular travel to training centers and partner sites throughout Eastern Pennsylvania (approximately 60–75%).
Essential Duties & Responsibilities
• Provide in-person leadership and oversight of all ABC Eastern PA training centers and partner locations.
• Develop and implement strategies to recruit, retain, and continuously improve instructional staff.
• Foster an environment focused on student success and employer satisfaction.
• Collaborate with the CEO on all aspects of workforce development strategy and execution.
• Manage instructors across multiple sites, ensuring alignment with program goals and industry standards.
• Ensure compliance with all regulatory guidelines from PATC, ERISA, the Federal Government, and ABC National.
• Serve as the primary liaison for student and instructor concerns, escalating major issues to the CEO.
• Develop revenue-generating initiatives and manage costs to ensure program sustainability.
• Assist in the creation and management of the annual departmental budget.
• Drive a minimum of 15% year-over-year net student enrollment growth.
• Oversee accurate maintenance of student records in CHAD, Flashpoint, RAPIDS, and other systems.
• Lead and coordinate Occupational Advisory and Apprenticeship Committee meetings, including documentation and action tracking.
• Guide curriculum development and lesson planning aligned with NCCER standards.
• Support scheduling and logistics planning for all training classes across chapter locations.
• Attend and report on monthly PATC meetings; contribute to trade program approvals.
• Participate in instructor hiring, ABC Craft Championships preparation, marketing efforts, and national conferences.
• Provide strategic insight and performance reporting to the CEO regarding trade program outcomes.
• Contribute to public policy efforts through testimony preparation as needed.
Experience & Education
Required Qualifications:
• 10+ years of progressive experience in education, workforce development, apprenticeship programs, or trades training.
• Strong background in the construction or skilled trades industry (e.g., electrical, carpentry, plumbing).
• Proven leadership and supervisory experience managing diverse teams across multiple locations.
• Expertise in adult education, instructor development, and curriculum oversight.
• Familiarity with systems such as CHAD, RAPIDS, and Flashpoint.
• Financial literacy, including budgeting, forecasting, and driving department growth.
• Exceptional written, verbal, and public speaking skills; bilingual (Spanish or other language) preferred.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Preferred Qualifications:
• NCCER Master Trainer
• State Journeyperson certification in a skilled construction trade.
• Experience in securing and managing workforce development grants.

• Understands the economic landscape of workforce development and uses this insight to inform partnerships and planning.
